A registered BAS agent can prepare and lodge your activity statements for a fee, advise you on GST, PAYG withholding or a related obligation, and represent you with the ATO on those matters. A bookkeeper without registration can keep the books but cannot provide those services for a fee. That is the whole distinction, and it decides who is accountable when a BAS is wrong.
The two roles overlap in daily work, which is why people use the titles as if they were interchangeable. This article sets out what the registration covers and what it changes for you as the client, then how to tell which one you are dealing with.
What “BAS service” means in law
The Tax Practitioners Board registers agents under the Tax Agent Services Act 2009. It defines a BAS service as a tax agent service that relates to ascertaining or advising about a client’s liabilities, obligations or entitlements under a BAS provision, or representing a client in their dealings with the Commissioner of Taxation in relation to a BAS provision. BAS provisions cover GST, PAYG withholding, PAYG instalments, fuel tax credits, wine equalisation tax, luxury car tax, plus super guarantee obligations as they relate to payroll, since the superannuation guarantee came into the regime.
Providing a BAS service for a fee without registration contravenes the Act and attracts civil penalties. Working out your GST position; telling you what to withhold from wages; preparing the statement and pressing lodge. Each of those is a BAS service when someone charges a fee to do it.
What a bookkeeper can do without registration
Plenty, and most of it is the daily work your business depends on: entering and coding transactions, reconciling bank accounts, raising invoices, paying bills, processing payroll on your instructions, and producing reports from the file. A bookkeeper without registration can also prepare a BAS for you to review and lodge yourself, provided they are not advising you on the figures and you are the one lodging. They cross the line when they interpret the law for you, lodge on your behalf or deal with the ATO about your obligations.
BAS agent versus bookkeeper: the practical differences
| Task | Unregistered bookkeeper | Registered BAS agent |
|---|---|---|
| Code transactions, reconcile accounts, run payroll | Yes | Yes |
| Advise on GST treatment of a transaction | No | Yes |
| Prepare and lodge the BAS for a fee | No (prepare for you to lodge only) | Yes |
| Deal with the ATO on your behalf | No | Yes, as your appointed agent |
| Lodge under the agent lodgment program (extra time) | No | Yes |
| Bound by the TPB code of professional conduct, with professional indemnity cover required | No | Yes |
What the registration changes for you
Accountability. The TPB’s code of professional conduct binds a registered agent, who must hold professional indemnity insurance that meets the Board’s requirements and keep up continuing education. If an agent gets your BAS wrong through carelessness, there is a regulator to complain to and insurance behind the advice. With an unregistered preparer there is neither, and the ATO treats the statement as yours alone.
Time. Agents lodge under the ATO’s lodgment program, which in most cases gives their quarterly clients several extra weeks. For the September 2026 quarter, that is 25 November instead of 28 October.
Representation. If the ATO has a question, wants a payment arrangement or reviews a period, a registered agent can deal with it through the agent portal and on the phone, with authority to act. That is a different experience from being on hold yourself.
The figures. A registered agent is accountable for the GST and PAYG withholding reconciliation behind the statement. The value is in what gets caught before lodgment: a capital purchase coded to expenses, GST claimed on an overseas subscription, a wages account that does not match the Single Touch Payroll figures.
How to check whether someone is registered
The Tax Practitioners Board keeps a public register of registered tax and BAS agents, searchable by name or registration number. Registered agents may also display the registered tax practitioner symbol. If a provider cannot give you a registration number, assume they are not registered and do not pay them to lodge.
Do you need both?
Many small businesses use one provider for both. A registered BAS agent who also runs the bookkeeping reconciles the file through the quarter and lodges from it, so the person preparing the statement is the person who coded the transactions. We think that is the better arrangement for most small businesses. The alternative (a separate bookkeeper and agent) works when the handover has discipline: the file reconciled to quarter end with queries resolved, and the statement prepared from a clean ledger rather than a hurried one.
Frequently asked questions
Is a BAS agent the same as a tax agent?
No. A tax agent’s registration covers income tax returns and the wider tax law. A BAS agent’s registration covers the BAS provisions: GST, PAYG withholding, PAYG instalments, related obligations. Many businesses use a BAS agent for the quarterly cycle and a tax agent at year end.
Can my bookkeeper lodge my BAS if I approve it first?
If the bookkeeper is not registered, lodge it yourself through your own ATO access. Lodging on your behalf for a fee is a BAS service, whether or not you approved the figures.
What does a BAS agent cost?
For most of our clients, BAS preparation and lodgment sits inside a fixed monthly bookkeeping package rather than a separate bill, so quarter end does not bring a surprise invoice. Packages start from $599 per month, indicative, with the fee confirmed in a written proposal.
Can a BAS agent fix a BAS that was lodged wrong?
Yes. The fix is an amendment to the statement or an adjustment in a later period; the error and its size decide which. A registered agent can lodge the amendment and deal with the ATO about any interest.
